Cobb County enforces Georgia-adopted IRC Appendix G and International Swimming Pool and Spa Code (ISPSC) for residential pool barriers. Minimum barrier height is 48 inches measured from the outside grade. Maximum vertical clearance under the barrier is 2 inches (4 inches if pool has exposed deck). Gates must open outward away from pool, be self-closing, and self-latching with the latch release at least 54 inches above grade (or otherwise child-resistant). Chain-link fence openings must not exceed 1.75 inches. Horizontal members on the pool side must be spaced over 45 inches apart (to prevent climbing) or must face away from the pool. The house wall may serve as one side of the barrier if all doors leading to the pool have audible alarms or the pool has a power-operated safety cover meeting ASTM F1346. Above-ground pools with walls 48 inches or more may satisfy barrier requirements if the ladder is removable or has a lockable barrier. Cobb inspectors verify barriers at pool final inspection before issuing certificate of occupancy.
Non-compliant barrier: immediate correction required, pool must be drained or secured until compliant. Cobb Code Enforcement issues citations $250 to $1,000. Significant civil and criminal liability exposure for drowning incidents. Homeowner insurance may be voided.
