Laredo City Code Chapter 19 (Health and Sanitation) requires property owners to keep lots free of tall weeds, brush, rank vegetation, and combustible debris that could fuel wildfires. Vegetation over 12 inches tall constitutes a public nuisance subject to abatement. The Laredo Fire Department and Code Enforcement work jointly in neighborhoods adjacent to the Rio Grande floodplain and mesquite brush where wildfire risk spikes during dry summers. Properties adjacent to undeveloped brush are encouraged to maintain 30 feet of defensible space: mowed to 4 inches within 5 feet of structures, and thinned of dead material out to 30 feet. Mesquite, huisache, and retama brush should be pruned to remove ladder fuels. After notice, the city may enter the property, clear the vegetation, and bill the owner plus administrative fees and a lien against the property under Texas Health and Safety Code Chapter 342.
Notice of violation with 10 days to cure. Failure to clear: city abatement at owner expense plus 250 to 500 dollar administrative fee. Lien filed against property if unpaid.
