King County is within the jurisdiction of the Puget Sound Clean Air Agency (PSCAA) under RCW 70A.15. Rural outdoor burning of yard waste requires a permit from PSCAA under WAC 173-425; permits are issued only between September 30 and June 1, and only when Air Quality Index is Good or Moderate. Land clearing burning requires additional permit and is restricted. Washington DNR (RCW 76.04) issues burn permits for forest protection zones; DNR burn permits are required in unincorporated rural areas outside UGA. Seasonal burn bans are common June through October; during Stage 1 or Stage 2 burn bans, ALL outdoor burning including recreational fires may be banned.
