Kootenai County adopts the 2009 International Fuel Gas Code and the state-approved International Fire Code, which govern propane (LP-gas) tanks and appliances under NFPA 58. LP-gas containers may not be used in basements or pits where heavier-than-air gas can collect.
County Ordinance No. 450 adopts 'THE 2009 INTERNATIONAL FUEL GAS CODE' and 'THE 2009 INTERNATIONAL FIRE CODE, as published... and as adopted, amended, and approved by the State of Idaho and the Idaho State Fire Marshal.' The Idaho Fire Code (Chapter 61) governs LP-gas storage, handling and transportation per NFPA 58, including container placement, separation distances and prohibited locations - LP-gas containers may not be used in a basement, pit or similar location where heavier-than-air gas could accumulate. The county added LPG appliance provisions requiring unburned-gas detectors and evacuation exhaust for below-grade installations. Fire-code compliance is enforced by the fire district with jurisdiction, not the county building official.
Building/fuel-gas code violations are misdemeanors under Idaho Code 39-4126; fire-code violations are enforced by the local fire district, which can order corrections and issue stop-work orders.
