Horry County follows the statewide 2021 South Carolina Residential Code, which requires smoke alarms in every sleeping room, outside each sleeping area, and on each additional story. In new and substantially remodeled homes the alarms must be interconnected and hard-wired with battery backup.
There is no separate Horry County smoke-alarm ordinance; the requirement comes from the SC Residential Code (based on IRC Section R314), adopted statewide and enforced through local building departments. Alarms must be installed in each sleeping room, outside each separate sleeping area in the immediate vicinity of bedrooms, and on each additional story including basements. In new construction and where permitted alterations occur, alarms must receive primary power from the building wiring with battery backup and be interconnected so that one triggering sounds all of them. Landlords are responsible for providing working alarms in rental units; tenants should test them regularly.
Building-permit inspections will fail without compliant alarms. Missing or disabled alarms in rentals can expose owners to code-enforcement action and civil liability after a fire.
