Licenses are issued by the county licensing officer and recognized statewide except where local rules restrict. Penal Law § 265.01-e creates a uniform list of sensitive locations including schools, government buildings, public transit, places of worship, parks, and Times Square where licensed carry is prohibited. Private property is presumed off-limits unless owners post permission.
Unlicensed concealed carry is a class E felony; carrying in a sensitive location is a class E felony with up to four years in prison.
