Carrying concealed on the person while outside the vehicle still requires a CHL under NMSA Chapter 29 Article 19. Vehicles parked on school premises or in courthouse lots remain subject to location-based restrictions in Section 30-7-2.1 and related statutes.
Unlawful carrying of a deadly weapon outside the vehicle exception is a petty misdemeanor; carrying on school premises is a fourth-degree felony with enhanced penalties.
