Garage and yard sales in unincorporated New Castle County generally do not require a specific permit under county code. Residents are free to conduct occasional sales of personal property on their own residential lots. The activity is regulated indirectly through several provisions: UDC Article 40 treats extensive or recurring sales as a potential home occupation or commercial use that would require zoning approval; NCC Code Chapter 9 property maintenance rules require display and cleanup not to create blight; and the UDC sign code restricts the size, placement, and duration of garage sale signs. Signs may not be placed in the public right-of-way on utility poles, traffic signs, or medians, and sign placement on private property requires owner permission.
