TX Property Code 209.0091 requires judicial foreclosure (not non-judicial) for HOA assessment liens unless declaration allows and owner consents. TRCP Rule 736 provides expedited foreclosure procedure. Owner has 180-day right of redemption after HOA foreclosure (TX Prop Code 209.011). HOAs must send itemized statement within 10 days of written request (TX Prop Code 209.0058). Payment plans required on request under 209.0062: minimum 3-18 months.
