Homeowner association (HOA) restrictions in Pasadena's planned developments and condominium associations may impose stricter limits than the city's permissive baseline β these are private contracts, separately enforceable. Noise from inflatable fans is subject to PMC Chapter 9.36 (Noise Restrictions) at applicable nighttime hours.
Citywide enforcement of inflatable decorations is rare. Obstruction of sidewalks or vision triangles can result in PMC Title 12 enforcement and removal orders. HOA covenant violations are enforced through private legal action, not city code.
