Killeen, TX Holiday Decorations: Lawn Ornament Rules (2026)

Killeen does not have a city ordinance restricting residential lawn ornaments, statuary, religious displays, or other yard decorations on private property. Items may remain year-round. Decorations cannot block sidewalks or encroach into the public right-of-way under the Killeen Code's streets and sidewalks provisions and cannot obstruct corner sight triangles under the UDC. Property-maintenance and nuisance provisions in the Killeen Code may be cited if decorations become so dilapidated, broken, or numerous as to create a blighted or junk-like condition — Code Enforcement at 254-501-7608 handles such complaints. Texas Property Code § 202.018 protects religious displays on entry doors from HOA bans (limited to displays under 25 square inches combined area on the door itself); Texas Property Code § 202.011 protects certain other religious items on the property from unreasonable HOA restriction. Broader yard displays are subject to HOA covenant authority under Texas Property Code Ch. 202, which requires reasonable application. Political signs on residential property receive First Amendment protections, and Texas Election Code § 259.002 limits HOA restrictions during the campaign period (90 days before through 10 days after an election). Properties in HOAs throughout Killeen's newer master-planned subdivisions south of US-190 and in subdivisions popular with Fort Cavazos military families face covenant design controls. Established older neighborhoods east of US-190 and around downtown Killeen often have fewer HOA covenants and operate without significant aesthetic restrictions.
