Subsection (a) forbids stopping, standing, or parking on the roadway side of a vehicle already stopped at the curb, on a sidewalk, in an intersection, on a crosswalk, within 30 feet of a safety zone unless the city posts a different distance, alongside a street excavation that would obstruct traffic, on a bridge or elevated structure, on a railroad track, or wherever an official sign prohibits stopping. Subsection (b) goes further for standing and parking, except to briefly pick up or drop off a passenger: no standing in front of a public or private driveway, within 15 feet of a fire hydrant, within 20 feet of a crosswalk at an intersection, within 30 feet of the approach to a flashing signal, stop sign, yield sign, or traffic-control signal, or within 20 feet of a marked fire station driveway (75 feet on the opposite side).

Subsection (c) bars parking, except to briefly load or unload, within 50 feet of a railroad crossing. The rules do not apply if avoiding the violation would conflict with other traffic, or if the driver is following a police officer's direction or a traffic-control device, per subsection (f). Subsection (g) lets Killeen's city council adopt its own curb-parking rules for the central business district if it finds that doing so helps economic development without harming public safety, and that local rule then controls over subsection (a)(1).
