Full Breakdown

Sec. 28-132(a) defines the vehicles covered: a "vehicle" excludes light trucks used for personal or household purposes that are not modified for commercial use, where a "light truck" means one with a manufacturer's rated carrying capacity not exceeding 2,000 pounds (ordinary pickups, panel trucks, and carryalls). Subsection (b) bars parking any vehicle rated over one ton, including truck tractors, within 600 feet of property zoned or used residentially, wherever that vehicle is parked citywide. Subsection (c) adds a district-specific ban: no vehicle over one ton may park on private property zoned R-1, R-1A, RM-1, RT-1, R-2, R-3, R-3F, R-3A, or R-MP, though travel trailers and unmodified personal light trucks are excluded from that ban.

Subsection (d) separately prohibits parking any trailer, of any weight capacity, on a street adjacent to residentially zoned or used property. Subsection (e) limits residential lots visible from a public right-of-way to one trailer, capped at 16 feet measured without the tongue, and the trailer cannot encroach on any street or sidewalk. Subsection (f) exempts vehicles actively engaged in delivery, pickup, or service work, provable with a bill of lading, routing sheet, or work order showing the serviced address, but that exemption does not cover overnight parking.

Sec. 28-136 further exempts property zoned A or A-R1, and for three years after such property is rezoned to a less restrictive district, and lets an owner who shows economic hardship request a variance from the city manager, who must issue a written decision within ten calendar days. The section traces to Code 1963, ch. 13, art. 2, and was last amended by Ord. No. 18-049 on December 18, 2018.

Violations & Fines

Sec. 28-132 is one of the traffic provisions Sec. 1-8(f) carves out of code enforcement officers' citation authority, so police officers, not code enforcement, write these citations. Under the citywide general penalty in Sec. 1-8(c), a conviction carries a fine up to $500, since parking is not among the fire-safety, zoning, or health violations eligible for the $2,000 cap. Each day a truck stays parked in violation is a separate offense.

Frequently Asked Questions

Can I park my one-ton work truck at my Killeen house overnight?
No. Sec. 28-132(c) bars any vehicle rated over one ton, including truck tractors, from private property in nine residential zoning districts (R-1, R-1A, RM-1, RT-1, R-2, R-3, R-3F, R-3A, R-MP), and subsection (b) separately bars parking such a vehicle within 600 feet of any residentially zoned or used lot, even on a public street. A delivery documented with a work order is exempt only while the vehicle is actively working, not overnight.
Does the delivery exemption cover overnight parking?
No. Sec. 28-132(f) exempts vehicles making a legitimate delivery, pickup, or service call, provable with a bill of lading, routing sheet, or work order showing the address being serviced, but the subsection expressly states it "does not authorize the parking of a vehicle or trailer overnight." Once the job is done, the vehicle must leave the residential area.
How many trailers can I keep at my Killeen home?
One. Sec. 28-132(e) limits any trailer visible from a public right-of-way on residentially zoned property to a single unit, and that trailer cannot exceed 16 feet measured without the tongue. It also cannot encroach on any public street, right-of-way, or sidewalk. A second visible trailer or an oversized one is a separate violation of the section.
Is there any way around the 600-foot truck buffer?
Only two paths exist. Sec. 28-136 exempts property zoned A or A-R1 entirely, and keeps that exemption for three years after a rezoning to a less restrictive district. Anyone else who says complying causes economic hardship can ask the city manager for a variance, and the manager must issue a written decision, with specific terms, within ten calendar days.
