Temporary seasonal ornaments do not. HOA and condo associations retain authority under Georgia's Property Owners' Association Act (O.C.G.A. Β§44-3-220) and the Condominium Act (Β§44-3-70) to regulate exterior decorations through their declarations. Georgia's flag-display protections (O.C.G.A. Β§50-3-9) and the federal Freedom to Display the American Flag Act of 2005 prevent HOAs from banning reasonable flag displays.
