Macon-Bibb's Comprehensive Land Development Resolution organizes residential property into single-family districts (R-1AAAA, R-1AAA, R-1AA, R-1A, R-1), two-family districts (R-2A, R-2), the multi-family R-3 district, the Rural Residential RR district, and the Manufactured Home Residential MHR district. The Planning and Zoning Commission's permit guidance states explicitly that all accessory buildings, including sheds, garages, and carports (whether site-built or pre-fabricated), require a zoning compliance review before they may be placed on a property; applications are submitted through the Camino portal on the Planning & Zoning homepage and are reviewed against the dimensional standards of the underlying district. Building height in most residential districts is capped at thirty-five (35) feet, with R-3 multifamily allowing up to sixty (60) feet. Under the Georgia State Minimum Standard Building Code (IBC/IRC) adopted by Macon-Bibb's Building and Fire Safety Department, a carport open on at least two sides is treated as a Group U accessory structure, but a building permit from Building and Fire Safety (478-803-0466) is required when the structure exceeds 200 square feet, has significant roof loading, or includes electrical work, in addition to zoning compliance. Carports in the HR-1, HR-2, HR-3, HC, and HPD historic zoning districts also require review by the Macon-Bibb Design Review Board before construction. Pending 2026 Georgia House Bill 1166 (ADUs of 400 square feet or less by right) is a separate accessory dwelling category and does not amend Macon-Bibb's carport or accessory building rules.
Building or placing a carport without the required zoning compliance approval, or in violation of the underlying district's setback, yard, or height standards, is a CLDR violation enforceable by the Planning and Zoning Commission and the Building and Fire Safety Department through stop-work orders, removal orders, and citations heard in Municipal Court. Under O.C.G.A. 36-1-20 and the Macon-Bibb Code, general ordinance violations carry a fine of up to $1,000 and/or up to 60 days, with each day a separate offense.
