Syracuse does not regulate the number, size, or style of residential lawn ornaments through any specific City Code chapter. ReZone Syracuse's general yard, sight-triangle, and accessory-structure rules, plus Chapter 27 (Property Conservation Code) standards for clutter and nuisance, are the only meaningful limits.
There is no lawn ornament chapter in the Syracuse City Code. Residents may place statuary, garden gnomes, flagpoles, flamingos, religious figures, Orange-themed Syracuse University memorabilia, and other decorative objects in their yards without a permit. The practical limits are: (1) ReZone Syracuse requirements that accessory uses occupy appropriate yard areas for the underlying district and respect setback and sight-triangle rules at corner lots, so large freestanding ornamental structures should not be placed in required sight triangles or block driveway visibility; (2) Chapter 27 (Property Conservation Code) standards prohibiting accumulation of debris, junk, or conditions that constitute a nuisance - a yard so overloaded that it becomes unsanitary or attracts vermin can be cited; and (3) the ReZone Syracuse sign code, which limits signs (including political signs) but exempts ornamental, non-message items. Tall ornamental structures over a certain height, or anything anchored to a foundation, may be treated as an accessory structure subject to the underlying district's setback and height limits and may require a permit under Chapter 27.
Routine lawn ornaments do not draw enforcement. The Division of Code Enforcement may issue a Chapter 27 notice of violation if a yard becomes a debris or nuisance condition, and may require relocation of any ornament that blocks a corner sight triangle or sits in the public right-of-way. Tall freestanding structures built without a permit can be cited under ReZone Syracuse and Chapter 27.
