New Jersey cottage food is licensed by the STATE, not Camden County. You need a Cottage Food Operator Permit from the NJ Department of Health to sell approved shelf-stable homemade foods, capped at $50,000 in gross annual sales under N.J.A.C. 8:24-11.
Since October 2021 New Jersey permits home food operators statewide under N.J.A.C. 8:24-11. A Cottage Food Operator Permit is issued by the NJ Department of Health (not the county), authorizes production only in the operator's private home kitchen, and caps gross annual sales at $50,000. Only non-time/temperature-control (shelf-stable) foods qualify β baked goods, jams, candies β while refrigerated items, meat and dairy desserts are barred. Applicants must hold a food-protection-manager certification, and every product must carry the state 'not inspected' disclosure label. Camden County does not license cottage food, though your municipality's zoning still governs the home-occupation aspect. Apply at nj.gov/health/cottagefood.
Selling cottage foods without the state permit, above the $50,000 cap, or in prohibited categories is enforced by the NJ Department of Health and can void the permit. Local zoning issues are handled by your municipality.
