Unregistered operation: Department can issue cease-and-desist, seize product, and pursue civil penalty up to $500 per violation under AGM 39. Mislabeling: up to $600 per offense. Selling prohibited products (dairy, meat) without commercial license: misdemeanor with fines up to $1,000.
