It is the home-based business owner's sole responsibility to obtain approval from the property owner or property manager before operating, and the City will notify the property owner of record of any violations.
Operating a home-based business in Concord without the Home-Based Business Permit, or in violation of the criteria the operator acknowledged on the permit form, exposes the owner to 'possible fines, penalties or legal action,' including code enforcement under Title 18 (Development Code) and Title 5 (Business Licenses). The City also notifies the property owner or property manager of record when Home-Based Business violations occur, which can in turn trigger landlord enforcement. Misrepresentation on the acknowledgement form is independently grounds for revoking the permit.
