Pasco requires a home occupation business license under PMC 25.150.010. Applications go through the Washington State Department of Revenue Business Licensing Service with a city endorsement, and the city's Director of Community and Economic Development decides home occupation applications within 10 working days.
Operating a home-based business in Pasco requires a home occupation business license. The city's Home Occupation Licenses page cites "Pasco Municipal Code 25.150.010 - Home Occupation Business License Required" and directs applicants to apply for a business license and city endorsement through the Washington State Department of Revenue's Business Licensing Service. Business license fees are charged in accordance with PMC Title 5. Under PMC Chapter 25.150, the application is forwarded to the Director of Community and Economic Development (or designee), who makes the decision on home occupation applications within 10 working days of the date the application is received by the city. To qualify, the home occupation must conform to all the standards in Chapter 25.150: it must be conducted solely by residents of the dwelling, occupy no more than 20 percent of the home's gross floor area (or a garage up to 600 square feet), display no signs or advertising on the property, and observe the client-visit limits (four hours per client per day, 8:00 a.m. to 8:00 p.m., maximum two client vehicles on site and eight customer vehicles per day). A home occupation that ceases to conform to the environmental standards in PMC 25.150.040 or becomes a public nuisance may be revoked by the city. Questions can be directed to the city's Business Licensing department at 509-543-5726.
Operating a home business without the required home occupation business license, or after revocation for nonconformance with PMC 25.150 standards, is a code violation enforced by the city. The CED Director may revoke a home occupation that no longer conforms or that constitutes a public nuisance.
