Unlike many western-Washington cities, Pasco permits state-legal consumer ('safe and sane') fireworks on set dates around Independence Day and New Year's. Aerial and explosive items are illegal. Discharge outside the permitted dates and hours is a civil infraction carrying a penalty of at least $250 per violation under Pasco Municipal Code 16.65.051.
Pasco regulates consumer fireworks through Pasco Municipal Code (PMC) Title 16, Chapter 16.65 (Fire Prevention Code), which substitutes a local version of International Fire Code Section 5601.1.3 at PMC 16.65.051, and through PMC 5.96 governing fireworks sales. The State of Washington's underlying framework is RCW Chapter 70.77 (State Fireworks Law), which lets cities set their own discharge dates and types within state limits. Pasco uses that authority to allow, not ban, consumer fireworks. The City's Fireworks Regulations page states that legal items in Pasco include sparklers, fountains, ground spinners, and smoke devices, and that 'rockets, mortars, and other fireworks that fly into the air are not allowed in Pasco.' Permitted discharge windows are: June 28 from 12:00 noon to 11:00 p.m.; June 29 through July 3 from 9:00 a.m. to 11:00 p.m.; July 4 from 9:00 a.m. to 12:00 midnight; July 5 from 9:00 a.m. to 11:00 p.m.; and from 6:00 p.m. December 31 to 1:00 a.m. January 1. Fireworks may only be purchased from a licensed stand in Pasco, and are prohibited in city parks. The City notes that someone 18 or older must supervise users under 16. Open burning is heavily restricted in Pasco, so dry-grass and wildfire conditions make timing and cleanup important.
Discharging fireworks outside the permitted dates and hours, or using any non-permitted firework such as a rocket, mortar, or other aerial or explosive device, is a violation of PMC 16.65.051. The City states fines start at $250 for each violation, and PMC 16.65.051 provides that each discharge of a non-permitted firework is a separate offense. Throwing fireworks at people, animals, vehicles, or buildings, and discharging fireworks in city parks, are separately prohibited.
