An 'automobile hulk,' 'hulk' or 'junk vehicle' is a remnant that is apparently inoperable and is extensively damaged or missing vital parts or mechanisms - indicated by flat tires, missing body parts, leaking fluids, broken windows, debris accumulation or weeds growing around the vehicle. PMC 9.135.020 governs impounding unauthorized vehicles and notice procedures, and 9.135.030 covers redemption rights and hearing procedures. On private residential property, a person in charge may have an unauthorized vehicle impounded after giving written authorization. Junk vehicles stored on private property are also addressed as a public nuisance subject to abatement.
