Pasco regulates curb loading zones through Chapter 10.75 PMC. Permits for curb loading zones are issued by the City Engineer with Police Department approval, and the zones are signed and/or curb-painted yellow. Alleys may be used only for loading and unloading, and deliveries are the recognized exception to the heavy-vehicle parking ban in residential zones.
Curb loading zones in Pasco are established under Chapter 10.75 PMC. Permits for curb loading zones - including loading zones in front of theaters - are issued by the City Engineer subject to the approval of the Police Department, and the zones must be properly signed and/or have the curb painted yellow (PMC 10.75.020). Once a loading zone is designated, it is reserved for the loading and unloading of passengers or freight as indicated by the signage and yellow curb marking. Alley use is also tied to loading: under PMC 10.65.010 it is unlawful to park a vehicle in any alley except for loading and unloading purposes. Commercial deliveries are the express exception to Pasco's heavy-vehicle parking restrictions - PMC 10.65.020 allows 14,000-lb-or-heavier vehicles on residential streets only in the course of making deliveries (per PMC 10.80.020), and the 72-hour recreational-vehicle street window is likewise limited to loading and unloading. Violations of the parking chapters, including misuse of loading zones, are civil parking infractions enforced by the Pasco Police Department, with penalties set by the City Council and processed through Pasco Municipal Court.
Parking a non-loading vehicle in a signed/yellow-curb loading zone, blocking an alley for anything other than loading (PMC 10.65.010), or exceeding the permitted loading window is a parking infraction. Loading zones require a City Engineer permit; unauthorized zones or signs are not enforceable. Report misuse to Pasco Police (509-628-0333).
