Pasco allows backyard chicken hens on qualifying residential lots, but roosters are banned citywide. On lots of 5,000 to under 22,000 sq ft, up to three hens are allowed, and coops must sit behind the dwelling and at least 10 feet from property lines.
Keeping chickens in the City of Pasco is governed by the zoning provisions in PMC Title 25 and summarized on the City's own pages. On a lot of at least 5,000 square feet but less than 22,000 square feet that contains only one single-family dwelling, residents may keep chicken hens along with dogs, cats, and rabbits, provided the number does not exceed three chicken hens (and likewise no more than three dogs, three cats, or three rabbits), with the total number of animals not exceeding six. Roosters are not allowed anywhere in the city limits, and animals may not be allowed to roam or fly onto other properties. Larger numbers of poultry and other farm animals are treated as livestock and are only permitted in the suburban districts (R-S-20, R-S-12, and R-S-1 zones), which require larger minimum lot sizes. Structures for chicken hens, such as coops, must be located behind the rear line of the dwelling, kept at least 10 feet from any property line, and may not exceed six feet in height or 30 square feet in area. A coop next to an alley may be placed within five feet of the alley line if there are no openings in the wall facing the alley. Questions about specific zoning and lot eligibility go to the City Planning Division.
Keeping a rooster, exceeding the three-hen limit, having more than six total animals on a qualifying lot, or building a non-compliant coop are common code violations enforced by the City. 'Too many animals kept on a property' is listed by Pasco among its common code violations.
