Cats are treated more permissively than dogs in the City of Pasco's Animal Control chapter (PMC Chapter 6.05). Unlike dogs over seven months of age, which must be licensed under PMC 6.05.180, cat licensing is not mandatory in Pasco; cats may be licensed but are not required to be. The number of cats a household may keep is governed by zoning: on a single-family lot of at least 5,000 but less than 22,000 square feet, residents may keep up to three cats, counted within the overall six-animal total that also includes dogs, rabbits, and chicken hens. Keeping four or more cats over six months of age meets the 'commercial kennel' definition in PMC 6.05.010. Pasco's general animal protections still apply to cats: PMC 6.05.150 (crimes against animals) makes it unlawful to willfully injure, torture, neglect, or deprive any cat, dog, or other animal of necessary food or water, and PMC 6.05.350 addresses animals that disturb the peace. The City does not impose a leash requirement on cats comparable to the eight-foot dog-leash rule, but cats, like other animals, are not to be allowed to roam onto other properties under the residential keeping standards. Cat-related complaints are handled by Tri-Cities Animal Services.
Exceeding three cats on a qualifying lot, or keeping four or more cats over six months (a commercial kennel under PMC 6.05.010), are code violations. Neglect or cruelty toward a cat is a gross misdemeanor under PMC 6.05.150.
