The City of Pasco regulates dogs at large under Pasco Municipal Code (PMC) Chapter 6.05, Animal Control. Per PMC 6.05.040, it is unlawful for any owner to permit a dog to roam, run at large, or stray from the premises where it is kept. While away from those premises, the dog must at all times be controlled either by being 'at heel' or by a leash not exceeding eight feet in length, held by the owner or another duly authorized and competent person. PMC 6.05.010 defines 'at heel' as the dog remaining within two feet of the person controlling it, and 'at large' as being off the owner's premises or upon public streets, alleys, public grounds, school grounds, or parks within the City. A leash is not required when a dog is safely and securely confined or completely controlled in or upon a vehicle, and the leash rule does not apply in special areas the City designates for dog training when used under the rules and a competent trainer's control. Animal control is provided by Tri-Cities Animal Services, the shared authority of Pasco, Richland, and Kennewick, which handles loose-animal complaints. The City does not publicly identify any official off-leash dog park in this section.
Allowing a dog to run at large or be off-premises without being at heel or on an eight-foot (or shorter) leash violates PMC 6.05.040. Loose 'at large' animals are reported to the Tri-Cities Animal Shelter, which may impound them; owners pay impound and care costs to reclaim the animal.
