Pasco restricts heavy commercial vehicles by zone. Under PMC 10.65.020, no vehicle with a maximum gross weight of 14,000 pounds or more may park on or off the street in a residential zone, except while making deliveries. In residential zones, no vehicle with a maximum gross weight of 14,000 pounds or more may park anywhere on or off the street, except that parking on residential streets is permitted in the course of making deliveries, as provided in PMC 10.80.020. In commercial and industrial zones, no truck tractor, trailer, semi-trailer, or vehicle with a maximum gross weight of 14,000 pounds or more may park, stand, or stop on any City street for a period exceeding two hours. The code defines 'maximum gross weight' as the scale weight of the motor vehicle, truck, truck tractor, trailer or semi-trailer plus the maximum load set by the licensee in the license application. Curb loading zones for commercial use are separately permitted and signed under Chapter 10.75 PMC. These rules effectively keep semis, large box trucks and other heavy commercial equipment off residential streets and out of long-term curb storage in business districts, while still allowing active deliveries and short stops. Violations are civil parking infractions enforced by the Pasco Police Department and code enforcement.
Parking a 14,000-lb-or-heavier vehicle in a residential zone (other than for an active delivery), or leaving a truck/trailer/semi standing more than two hours on a commercial or industrial street, violates PMC 10.65.020.
