Under DC Zoning Regulations Subtitle U Section 251 and DCMR Title 17, any residence-based business must obtain a Home Occupation Permit (HOP) from the Department of Buildings plus a general-category Basic Business License. Conditions include: (1) business confined to 25 percent of the dwelling area, (2) no non-resident employees on-site, (3) no retail sales on premises, (4) limited client visits (typically one at a time by appointment), and (5) no exterior signage beyond a small nameplate. Prohibited uses include auto repair, kennels, funeral parlors, and medical clinics. HOPs are issued by the Zoning Administrator and subject to BZA review if neighbors object. Most knowledge-work consultants, tutors, and remote employees operate below the HOP threshold but technically should still register.
