Under DC Construction Code Section 105 and IRC Section R404 as adopted, retaining walls over 4 feet in height measured from bottom of footing, or any wall supporting a surcharge (driveway, parking, or slope above), require a building permit issued by the Department of Buildings. DC's hilly topography in Cleveland Park, Mount Pleasant, Foxhall, and Palisades makes retaining walls common. Designs must be sealed by a DC-licensed structural engineer and include soil investigation, drainage, and frost protection to 30 inches. Historic district walls in Georgetown and Capitol Hill also require Old Georgetown Board or Historic Preservation Review Board approval. Property line walls need a written agreement with the neighbor. DOB inspects footings and backfill before cover.
