The code creates two tiers. A 'limited home occupation' is permitted as an accessory use with a dwelling under Section 18.100.010(D)(5) without a use permit, provided it meets the listed criteria: the work is conducted inside the dwelling or an accessory building; only inhabitants of the principal dwelling are employed; the building's residential appearance is not altered; no noise over 55 decibels at the lot line, and no detectable vibration, glare, fumes, odors, dust, or electrical interference at the property boundary; and no increase in utility use beyond a typical residence. A larger or more intensive 'home occupation' (one that involves more clients, group classes, or otherwise exceeds the limited criteria) may be permitted with a use permit under Section 18.100.030(D), reviewed by the Planning Commission. The Planning Department in Alturas administers these provisions. There is no general countywide business-license tax, but the zoning standards must be satisfied wherever the business operates.
A home business that exceeds the 'limited home occupation' criteria without obtaining a use permit, employs non-residents, uses outdoor storage or activity, or generates noise/odors/traffic beyond the limits can be cited as a zoning violation under Title 18 and is subject to enforcement under Chapter 18.158, including correction orders and abatement of the unpermitted use.
