Amador-Tuolumne Community Action Agency leads the Continuum of Care for Twain Harte, coordinating outreach, sanitation response, and shelter placement for people experiencing homelessness in the mountain communities.
ATCAA operates as the lead agency for the Tuolumne County CoC, conducting Point-in-Time counts, managing the Coordinated Entry System, and dispatching outreach teams to Twain Harte and surrounding communities. Sanitation response on county property follows posted-notice and stored-property procedures: 72-hour notice before removal, biohazard handling, and 90-day storage of personal items. ATCAA partners with Behavioral Health, Sonora Regional Medical Center, and the Sheriff's Office to triage encampment cleanups and connect individuals to wraparound services, motel-voucher programs, and limited Sonora-area shelter beds.
There are no penalties on people experiencing homelessness for accepting outreach. Property owners hosting encampments may receive nuisance notices requiring abatement under Title 9 within stated timeframes.
