California AB 1164 (Gov Code §53087.5) preempts cities from banning artificial turf on residential property and requires that synthetic turf be treated as a permitted form of drought-tolerant landscaping. Carson has no ordinance prohibiting artificial turf in residential front or rear yards; installation must still meet zoning landscape requirements in CMC Art. IX Ch. 1.
AB 1164 (effective Jan 1, 2024, Government Code §53087.5) preempts any city or county ordinance that would prohibit the installation of synthetic grass or artificial turf on residential property used for water conservation. Carson, as a charter/general-law city, must comply. The law does NOT preempt reasonable design standards: cities may regulate turf product quality (e.g., minimum lead/metals content, drainage, color), permeability, setbacks, and percentage of yard covered. Civil Code §4735 similarly prevents HOAs from banning artificial turf used for water conservation. Carson zoning landscape standards (CMC Art. IX Ch. 1) require landscape areas to be maintained, and synthetic turf must be kept clean, free of weeds growing through, and in good repair. The South Coast AQMD has no specific regulation on synthetic turf VOC emissions for residential installations.
Failure to maintain artificial turf (matted, torn, weed-infested, faded) can be cited as a property maintenance violation under CMC general nuisance provisions. There are no penalties for installation itself as long as zoning landscape coverage rules are met.
