Prohibited combinations exist (e.g., exit alarm + door latch cannot be paired). Under HSC §115923, an isolation enclosure must be at least 60 inches high, with maximum 2-inch gap at the bottom, gaps small enough to block a 4-inch sphere, no climbable footholds, and gates that open outward (away from the pool) and are self-closing with self-latching device 60+ inches above ground. Carson Building & Safety reviews these features as part of pool permit plan check; the LA County Department of Public Health pool program enforces public/commercial pool safety. Civil Code §3342.5 imposes strict liability on owners of certain dog breeds at unsecured pools (related but distinct).
Final building inspection will not be approved without two compliant safety features for new/remodeled pools. Operating a non-compliant pool may expose owners to civil liability for drowning incidents under negligence per se. LA County Public Health may close non-compliant public/HOA pools.
