Holiday Heights Landscaping Rules: Artificial Turf Rules (2026)

Ocean County municipalities handle artificial turf through zoning and stormwater ordinances. Because most shore towns are on sandy soil with shallow water tables and high stormwater sensitivity to Barnegat Bay, drainage beneath turf is scrutinized. Pervious base construction is generally required so turf does not count as impervious cover, but jurisdictions differ — some count it as 50% impervious toward lot coverage calculations. Lavallette, Point Pleasant Beach, Bay Head, Mantoloking, and similar dense shore towns have restricted or prohibited front-yard artificial turf to preserve traditional streetscape. Toms River, Brick, Jackson, and Lakewood generally permit backyard turf without specific restriction beyond drainage. NJDEP Stormwater Management Rules (N.J.A.C. 7:8) may require a stormwater analysis if turf install changes drainage patterns on major disturbances (over 1 acre or 0.25 acre of new impervious surface). HOA restrictions on turf may run afoul of NJ solar/drought-tolerant landscaping trends, but there is no statewide preemption like California's. PFAS and heat (reaching 150F+ in summer sun) are increasing public-health concerns.
