Florida Statute 125.572 (enacted 2025 via SB 712 / HB 683) preempts local artificial turf bans for single-family residential properties one acre or smaller. The Florida Department of Environmental Protection (FDEP) is required to adopt minimum standards covering material type, color, permeability, stormwater management, and proximity to vegetation. Once FDEP rules take effect, Pinellas County may not adopt or enforce ordinances prohibiting compliant synthetic turf. Florida Statute 720.3045 also bars HOAs from restricting turf not visible from frontage or adjacent parcels. UF/IFAS Florida-Friendly Landscaping does not consider artificial turf Florida-friendly, but that is non-binding.
Local fines for artificial turf are largely unenforceable on covered single-family lots due to state preemption. Stormwater violations from non-permeable installations may still be cited under Pinellas County drainage rules.
