Pinellas County Code Section 138-3654 (Tree Protection and Relocation) and Sections 138-3658 to 138-3659 (Residential and Non-Residential Landscaping) require preservation of existing native vegetation and integration of Florida-native species in new development. Section 138-3654 mandates that existing Florida-native plant material be given priority for preservation during site development. Florida Statute 373.185 preempts HOA covenants that prohibit Florida-friendly landscaping (defined as quality landscapes that conserve water and protect the environment). The Pinellas Chapter of the Florida Native Plant Society maintains a recognized native plant list. Compliance with Florida-friendly principles can satisfy County landscape requirements.
