The county supports home composting through its solid-waste and UF/IFAS programs. Under Chapter 54, Article XXXII (Fertilizer and Landscape Management Code), Section 54-1031 states clippings and vegetative debris must not reach the stormwater system, ditches, water bodies, or roadways. A voluntary low-maintenance buffer (Sec. 54-1029) recommends leaving no vegetative material in the six-foot zone near ponds, canals, and seawalls. Yard waste that is bagged is collected on regular curbside service. Compost piles should be managed to avoid vector, odor, and nuisance conditions; grossly unmanaged piles could be cited as a nuisance. Municipalities may set additional composting or yard-waste rules.
Depositing clippings or vegetative debris into drains, ditches, water bodies, or roadways violates Sec. 54-1031, enforceable under Chapter 2 and F.S. ch. 162 with corrective action and daily fines.
