Napa County does not impose a numeric inch-based grass height limit on ornamental lawns. Instead, Chapter 8.36 (Fire Protection β Fire Hazard Abatement) regulates combustible dry grass and weeds, requiring property owners to clear or reduce flammable vegetation within 100 feet of structures and along roadsides as part of defensible space.
Unincorporated Napa County does not have a generic 'tall grass' nuisance ordinance with a specific height in inches. Instead, the County uses fire-hazard abatement under Chapter 8.36 of the Napa County Code (most recently amended by Ordinance 1467) to require property owners to maintain defensible space and clear combustible vegetation. 'Combustible vegetation' is defined to include dry grass, brush, weeds, dead or dying trees, and other readily ignitable materials. Defensible space is the area within a 100-foot radius of a structure (or to the property line, whichever is less) where dry grass and weeds must be cut, removed, or reduced per the Napa County Defensible Space Guidelines. Roadside vegetation along driveways and access roads must also be cleared. Where a structure is within 100 feet of a property line, an adjacent property owner is responsible for clearing the portion of the buffer that falls on their own parcel. Annual inspections begin in spring and continue through wildfire season.
Failure to clear combustible vegetation after notice is enforced by the Napa County Fire Marshal under Β§8.36.100. The County may declare a public nuisance and have the materials removed by contractors; the cost is billed to the parcel owner and may become a lien on the property. Administrative fines also apply.
