Texas counties can't set a general grass-height limit like a city. But in unincorporated Cameron County, tall weeds within 300 feet of another home or business are a state-law public nuisance the county can order abated.
Unlike a city, a Texas county has no zoning or general lawn-maintenance code, so there is no blanket 'mow at 12 inches' rule for private lots. The real tool is Health & Safety Code Chapter 343: in the unincorporated area, allowing weeds to grow near neighboring property is a public nuisance the Commissioners Court may abate. Inside Brownsville, Harlingen, San Benito, Port Isabel or other city limits, that city's own weed and lot ordinance applies instead. Homeowner associations may also impose stricter lawn standards by private covenant.
State nuisance fine of $50-$200 (repeat offenses $200-$1,000 or jail); each day is a separate offense, and the county may abate and lien the cost.
