Broome County itself does not regulate lawn maintenance, but nearly every incorporated municipality does. City of Binghamton Code Chapter 305 (Property Maintenance) makes it unlawful to allow grass, weeds, or other rank vegetation to exceed 10 inches in height on any residential or commercial lot. Johnson City Code Ch. 182, Village of Endicott Code Ch. 215, and Town of Vestal Code Ch. 251 apply the same 10-inch threshold. Town of Union and Town of Binghamton use similar standards. After an initial notice, the municipality sends a 10-day notice to abate; if the owner does not comply the city may cut the grass itself and lien the property for mowing costs plus administrative fees. Natural landscaping or meadow gardens require written zoning approval to be exempt from the cap.
