State Government Code section 25845 confirms the county's authority to abate any nuisance by ordinance after notice and hearing, with cost recovery through special assessment or lien. Cal Fire and local fire-safe councils enforce defensible-space requirements seasonally; the county also relies on the Agricultural Commissioner for state-listed noxious weeds (Food & Agric. Code section 5004).
Under HCC section 351, the Code Enforcement Unit serves a Notice of Violation giving the owner 10 calendar days to commence abatement. Failure to comply allows the county to abate the nuisance and assess all costs - investigation, enforcement, and physical removal - against the property, recorded as a Notice of Nuisance Abatement Assessment Lien with the County Clerk-Recorder. Defensible-space violations under PRC 4291 are separately enforceable by Cal Fire.
