Pennsylvania land use runs through municipalities under the Municipalities Planning Code (53 P.S. §10101+), so Berks County does not regulate lawn height on private property countywide. Your city, borough, or township does. The City of Reading's Property Maintenance Code (Chapter 180) requires grass and weeds to be maintained at less than 6 inches throughout the property. Other Berks municipalities (Wyomissing, Muhlenberg, Exeter, Kutztown) adopt their own tall-grass ordinances, commonly 6–10 inches. Check your specific municipality's property maintenance code; the county has no role in mowing enforcement.
