El Paso County has no lawn-height ordinance. Under Texas law counties cannot zone or set a grass-height number in unincorporated areas. Overgrown vegetation is instead handled as a public nuisance under Health and Safety Code Chapter 343.
Texas counties, unlike cities, have no general zoning power and cannot adopt a bright-line grass or lawn height ordinance for private property in unincorporated areas. No El Paso County code says grass must stay under a set number of inches. The only county tool is Health and Safety Code Chapter 343, which lets a county abate a public nuisance in unincorporated areas after notice. Section 343.011 applies only to the unincorporated area of a county and treats weeds as a nuisance mainly within 300 feet of another residence or commercial establishment. The statute defines weeds as rank, uncultivated growth over 36 inches tall, not a mowing standard. Cities set their own grass rules.
There is no fixed height citation. A property becomes actionable only when weeds meet the Chapter 343 nuisance test. After written notice under Section 343.022, an unabated nuisance is a misdemeanor and the county may abate and charge costs.
