El Paso Code Chapter 9.08 requires grass and weeds to be kept under 12 inches tall on all residential and commercial lots. Overgrown lots are a code violation and may be abated by the city at the owner's expense.
Under Chapter 9.08 (Nuisances), property owners must keep weeds and grasses below 12 inches. Given the Chihuahuan desert climate, most El Paso yards use xeriscape with gravel, succulents, and drought-tolerant natives, so traditional lawn maintenance is less common than in other cities. However, undeveloped lots can experience rapid tumbleweed and weed growth after monsoon rains. Code Compliance issues a 10-day notice to cut, and failure to comply allows city crews to cut the lot and lien the cost. Texas Local Government Code Chapter 342 provides state authority for weed abatement.
First notice: $100 administrative fee. City abatement: $250 to $500 mowing fee plus $200 administrative fee plus lien on property if unpaid.
