Provo City Code Β§15.20.060 (Design Standards) mandates that landscaped areas achieve at least 40% living vegetation coverage (turf, shrubs, perennials, ornamental grasses) of the unbuilt surface area within three years of planting. Weeds and tree canopy do not count toward this 40%. The remaining area must be covered by bark/wood mulch, decorative rock, hardscape, or a combination. Artificial turf grass is expressly prohibited in standard residential uses (permitted only in athletic fields and public recreation spaces). No more than 50% of each front, rear, and combined side yard may be impervious surface. Property owners are expected to maintain their landscaping to prevent unsightly conditions and weed growth β violations may be reported to Code Compliance at (801) 852-6250.
