St. Michael Code Sec. 91.35-91.44 enforce the state noxious-weed law and limit grass and weed height to 8 inches on any property with a structure and 12 inches on all other properties. Violators receive a 7-day notice; the city mows after that at owner expense.
Sec. 91.35-91.44 (Landscaping and Vegetation Maintenance) is the city's weed code. Properties with a principal structure must keep grass and noxious weeds under 8 inches; vacant lots can go to 12 inches. After a certified notice of violation, the owner has 7 days to mow; failing that, the city contractor mows and bills the property owner via a special assessment. For repeat violations in the same calendar year, the 7-day waiting period is waived β the city mows 48 hours after a Destruction Order is posted. The state Noxious Weed List (Minn. Stat. ch. 18.75-.91) is incorporated by reference; certain weeds (knapweed, Canada thistle, leafy spurge) must be destroyed regardless of height.
Violation is a misdemeanor under Sec. 10.99 β up to $1,000 / 90 days. Mowing costs from city abatement are added to the property tax bill as a special assessment under Minn. Stat. Β§ 429.101.
