There is no county rule mandating turf grass or barring native and pollinator plantings, and Ohio law does not restrict native landscaping. Residents can convert lawns to native meadows or prairie gardens. However, ORC 731.51 (municipal) and ORC 505.87 (township) still let a city or township act against noxious weeds or vegetation deemed a nuisance, so a native bed should exclude Ohio-listed noxious weeds and be kept intentional. Some HOAs and city codes have appearance standards; check locally. The county imposes no design or plant-list requirement.
A native garden itself is not a violation; but noxious weeds within it can trigger cutting and cost-recovery under municipal or township weed law.
