Hudson County is largely urban with limited yards, but all three cities encourage native plantings. New Jersey does not yet have a statutory prohibition on HOA bans of native/xeriscaped landscaping (unlike several western states). Invasive species including Japanese knotweed and tree-of-heaven are widespread problems along the Palisades and rail corridors; removal is encouraged but not mandated for private owners.
No municipal penalties for installing native plants. Invasive species removal is voluntary. Condo/HOA rules may still impose aesthetic fines on governed properties β these are enforceable as a matter of contract because New Jersey lacks the anti-HOA preemption protecting native landscaping.
