Native and natural landscaping is allowed. Ottawa County does not zone, so rules come from your city or township. Holland Charter Township exempts undeveloped and wooded areas from the eight-inch limit; the City of Holland lets residents register natural lawns.
Ottawa County encourages native plantings for pollinators and stormwater, and there is no county prohibition. City and township weed ordinances still cap maintained lawns near sidewalks and streets, but Holland Charter Township's code exempts undeveloped land behind a wooded tree line and un-subdivided land more than 25 feet from a public way. The City of Holland runs a Natural Lawns program letting residents register an intentional native or naturalized planting so it is not treated as a weed violation. Register your native bed with your city or township, keep a mowed edge along walks, and avoid listed noxious weeds under MCL 247.61.
An unregistered tall planting can draw a weed complaint and municipal civil-infraction notice. Registering the natural lawn with your city generally resolves it; listed noxious weeds must still be controlled.
