Code 890) governs any connection to indoor plumbing and requires an Illinois-licensed plumber for systems supplying toilets, washing machines, or other indoor uses. The Illinois Green Infrastructure Grant (IEPA) funds stormwater projects including cisterns. Bolingbrook, Plainfield, and Romeoville have periodically offered rain-barrel rebates under MS4 permit programs tied to the Will County Stormwater Ordinance and the Illinois EPA NPDES general permit. HOA covenants may restrict visible rain-barrel placement but cannot outright ban them under Illinois common-interest community law. Potable use requires a state-approved treatment system and permit under the Illinois Department of Public Health plumbing inspection program.
