The Illinois Green Infrastructure Grant (IEPA) funds stormwater projects including cisterns. Bolingbrook, Plainfield, and Romeoville have periodically offered rain-barrel rebates under MS4 permit programs tied to the Will County Stormwater Ordinance and the Illinois EPA NPDES general permit. HOA covenants may restrict visible rain-barrel placement but cannot outright ban them under Illinois common-interest community law. Potable use requires a state-approved treatment system and permit under the Illinois Department of Public Health plumbing inspection program.
